There is also this bit.

So, if your Quantum was registered pre-SVA then it's not a problem, i
guess that covers most Quantums.
So if Eddie makes it clear that they are for pre-1998 Quantums only then
he should be covered, i bought a towbar for my 1996 Mondeo that wasn't
type approved but i could have easily put it onto a later car.
If somebody buys one from Eddie and puts it on a later post SVA/IVA car
is that his problem ?

fitted with European Type Approved towbars if the vehicle has received

outside the EEC do not need Approved Towbars; however, most car and
some Light Commercial Vehicles such as vans commonly use the Type
Approved Towbar.
I guess the test is to ask VOSA...
