If that's the small wire that joins into a much bigger red wire 9" down
the loom then it's actually a special fuseable link wire.
You can put a new crimp on the end but don't remove it completely, it
protects the loom against faults in the unfused wiring.
It does work, i've melted one.

Today I fixed the fault which turned out to be the small permanently
live wire that is connected to the starter main lead live from the
battery which had fractured and fallen off.
I wish alll problems were so easy to fix.
