I believe the car is incomplete and unregistered or IVAd, so pretty sure it's a trailer job.

If it is towed with an A Frame the towed vehicle would not need a driver or a steersman/ woman. A vehicle with no MOT can be driven to a test station for an MOT test provided an appointment has been made. I don't recall any condition that limits the choice of MOT station. I don't think it matters whether it is towed or driven to the test station. I did ask if anyone knew what limits there are on towing cars as opposed to trailers for instance in cases where a vehicle has broken down.
