It's the green wire on the back of the cluster.
It will come from the EDIS module in the engine bay if you car has an EDIS module or direct from the ecu if it's a later one without the EDIS module.

Some of your troubles swapping clusters may be down the the fact that there are differences in the rev counter for the different engines and the rev counter will read half or double the correct speed if it's not the correct one for the engine.

Was the car build with the SI Zetec engine or has it been upgraded from a CVH ? If the car originally had a CVH the green rev counter wire is actually tapped off from one of the ignition coil wires inside the loom.
