Thanks Jim.. very helpful, as far as I know from the documentation I have, it 
was built with the zetec motor...it has original equipment  power steering. 
some years ago I had to replace the ecu, so I wonder if that's part of the 
problem I have has one rev-counter working...at half mast as you suggest above. 
I'll start my making sure the green wire is properly connected...and see where

 It will come from the EDIS module in the engine bay if you car has an EDIS 
module or direct from the ecu if it's a later one without the EDIS module.
 
 Some of your troubles swapping clusters may be down the the fact that there 
are differences in the rev counter for the different engines and the rev 
counter will read half or double the correct speed if it's not the correct one 
for the engine.
 
 Was the car build with the SI Zetec engine or has it been upgraded from a CVH ?
 If the car originally had a CVH the green rev counter wire is actually tapped 
off from one of the ignition coil wires inside the loom.
