Is the jack pinching the handbrake cable (or worse still the hydraulic flexi 
pipe)? Unlikely to be, but just raising it further (from before) could put more 
force on. Have you tried lowering it to the where it was at first to see if it 
frees up again? How far was the wheel rotated? Is the drum ovalised and has now 
reached a tight spot?

  I jacked up a FWD car which was on a SORN and had not been moved for a while. 
  With the undriven rear wheel just off the ground I could rotate it slowly by 
hand.


  Wanting to take a closer look I jacked the car higher (to get a block or axle 
stand underneath) but found that the wheel was now impossible to turn.


  As far as I know everything is in order with the suspension etc so the wheel 
is not jammed against a wheel arch.


  Any suggestions on what is wrong, and how to correct it will be very welcome.
