My favorite usage of external time base is interpolator -> timeline patch time. 

This allows you to set up complex interrelations between Tweens and outputs, 
but scrub through them simultaneously. Additionally, using a non linear curve 
in interpolator gives you natural easing. It's quite handy for things like 
camera interesting camera moves, etc. Additionally, you can set up normalized 
offsets, like 0 -1, 1 -2, 2 - 3 in 'timeline time units' that have different 
movements, and by simply offset the time going into the timeline by an integer, 
you get different 'scenes' or 'looks' naturally.
