Additional background from Peter (from e-mail 6 July 2011):
- previous versions of qubit maintained a single index; there is now a
separate search index for each enabled language
- [with the earlier configuration] you would get multiple hits for the same
record if it had translations. That led to the decision to have a separate
index for each language.
- A supporting argument for that was if I speak language X there is no
point showing me results for language Y because I don't understand it.
