- regarding user expectations, I would say the most important thing is users should be aware that the other search results are available. Ideally it would be configurable or an option on the search form (e.g. hide results in other languages). But with the current model, there is no way to know that other results are available. - Whether or not you can read both languages (and in the Manitoba example there will certainly be bilingual researchers), serious researchers will generally seek out resources in all languages so at the very least they need the option - whether it's there by default, or by performing a separate search - based on the original description of the issue, I understand that the duplicates issue was resolved for actors (but I know the index for information actors is built differently).
