David, thanks for filing this issue. I've raised on a few occasions in the context of crosswalks etc., but it's good to have documented. I think it's fairly clear that a narrative field is required in order to be RAD compliant.
I thought I'd mention that the way we've worked around this omission in SAIN is to add "Language of material note" to the RAD notes taxonomy list. I.e. it appears in the drop-down list along with general note, etc. This may be preferable to using general note, since you'd be able to map those values to a new field once it's implemented, as opposed to general note which would need manual checking.
