New issue 2035 by [email protected]: RAD Note field for Language needs
to be text, not a list of languages

To reproduce this error:

1) Create a new or edit an existing description in MemoryBC and open the
Notes area.
2) Click in the Language field, which displays a list of allowed languages.
3) It is not possible to create a textual-based note for this field per RAD
1.8B14, which gives this example: "Most of the material in series I and II
in Finnish. Some correspondence in
English, some in French and some in Swedish". See also the examples in RAD
3.8B15 for textual records.
Resulting error:
================
Unable to enter a textual-based note for this field, which means having to
use the General Note field as a workaround.
Expected result:
================
A textual-based note field should be substituted for the list of values.
Please make this a priority for the next release.
