Fixed in:
r11096 - add active column in the database, true by default
r11097 - force logout if user is inactive
r11098 - deny user login in the application if user is inactive
r11099 - allow mark user as active/inactive if does not match with current
user, from the edit page
r11100 - active/inactive filter in users list page
r11101 - add warning if notes greater than 0 or user is inactive
r11102 - make impossible to remove users if notes > 0
