I think it's a really bad idea to encourage deletion of notes OR descriptions. The user is tagged to notes to provide a history of edits to the description and to provide some sort of chain of responsibility. Deleting historical data to preserve data integrity is backwards...
If we are going to do anything to allow deleting users, I would advocate setting the user_id to NULL for the related notes.
