Do you want to solve this problem exclusively with software? What are your constraints for the speed with which your machines must be "within spec" after a restart (warm or cold)?
Over what range will these machines be working? I'm wondering if you could use IR as a low-bandwidth channel for for your timing. Can you use something in your network stack to give the NTP packets a higher priority? Can you rate-limit your log file transmissions? Can you use a higher-bandwidth wireless implementation? Can you use a higher quality clock crystal on your bots?
