I don't recall seeing any reference to the use of *both* BURST and IBURST.

IBURST causes NTPD to send eight request packets at intervals of two seconds. This fills NTPD's "filter pipeline" and is a "one time" operation.

BURST mode sends packets at two second intervals in perpetuity. ISTR that BURST mode was intended for use with dialup connections and should never be used otherwise.
