I'm tired so please forgive me if I just copy and paste the post I
made on the Ubuntu Forums.  It's comprehensive so I'd only be
repeating myself anyway.

NTPD 4.2.6.p2 on Ubuntu 11.10 Kernel 3.0.0-13-server. Connection to
the web is up and functioning fine.  UFW (firewall) is enabled but not
blocking outgoing connections.  ntp.conf is as follows (only non-
default settings are shown):

No matter how long I wait, I never receive a message of the following
type in my syslog:

According to the walkthrough I'm following (http://ubuntuforums.org/
showthread.php?t=862620), this indicates I'm not properly
synchronized. Despite waiting several hours,all syslog actually
reports is this:

The IRC channel is dead so no help there. The Ubuntu forums have
garnered no useful responses.  I can't find any other info on this
topic. Can someone help me out here?

Ultimate aim is a local stratum 3 ntpd server for my network.
