No matter how long I wait, I never receive a message of the following
type in my syslog:

I don't see anything in my syslog

take a look in /var/log/ntp.log

According to the walkthrough I'm following (http://ubuntuforums.org/
showthread.php?t=862620), this indicates I'm not properly
synchronized. Despite waiting several hours,all syslog actually
reports is this:

I don't run my ubuntu system regularly but 15 minutes after power on
I get:

The IRC channel is dead so no help there. The Ubuntu forums have
garnered no useful responses.  I can't find any other info on this
topic. Can someone help me out here?

Ultimate aim is a local stratum 3 ntpd server for my network.
