Thanks to all who responded to this. This is good info, which I'm definitely saving.

Where is the most authoritative and up to date NTP documentation?
Documentation for each release may be found in the ./html/ directory of
each stable release. Please visit http://archive.ntp.org/ntp4/ if you
need to download a release tarball.

Here: http://www.eecis.udel.edu/~mills/ntp/html/index.html
That is the current documentation for NTP development releases; it
should not be considered authoritative for stable releases.

Or Here: http://doc.ntp.org/
This site archives the official documentation for stable releases of
NTP. The documentation contained in this archive is presented in its
original form with the exception of the addition of a site-wide
searching / navigation tool-bar and an HTML wrapper, which includes the
tool bar, for plain-text files and directory listings.

(PS - If you email me and don't get a quick response, don't be concerned.
I get about 300 emails per day from alternate energy mailing lists and
such. I don't always see new messages very quickly. If you need a
reply and have not heard from me in 1 - 2 weeks, send your message again.)
