The charset is part of the content-type header. They are pretty initmately tied together. According to the HTTP specification, if you don't provide a charset parameter then the default is effectively iso-8859-1. Maybe the set_charset() function should be deprecated and eventually removed. Regarding Damjan's comment about charset not making sense if the type is not text/*, I don't think it hurts to specify it iso-8859-1. Always having a charset parameter makes the Quixote code a little simpler.
