As far as I know that is not generally the case. I have seen packages re-appear within hours of being archived. I am not aware of a policy statement either way. You will need a new revision (that question did come up recently and was answered). But the incoming queue and its operators know the package has been on CRAN and seem to give it expedited treatment no different from a normal upload. Of course NOTEs and WARNINGs and other outstanding issues need to be addressed. [ I am speaking as a 'neutral observer' here as I am not involved in CRAN operations.
