Hi Mike,
I wonder about the double slashes in your application registry key, as far 
as I know here you should use single slashes e.g. 
"Application"="c:\perl\\bin\perl.exe c:\radiator\radiusd -config_file 
c:\radiator\maxnt.cfg"
