Hello Jarkko,
we have just re-tested PasswordLogFileName in both Realm and Handler, and it
works as expected.
You should check your configuration, and also check that the radiusd process
has sufficient permission to create or write to the password log file.
If you are still stuck, post your configuration file (no secrets).
