I would look at the RADIATOR logfile... that's where auth failures are
logged.  Also look in password.log if you have it, that can identify
problems such as CHAP authentication with encrypted passwords, which
doesn't work by the way.

Make sure the WIN95/98 users don't have the 'Require Encrypted Password'
checkbox highlighted in their DUN to help prevent CHAP.
