Again, no real problems with your ideas.  There are some practical matters
but basically you are on the right track.  For example,  what if someone 
cannot work due to injury or debilitating  disease ?
 
But this is not what I was asking. It  was more along the lines of :
 
How do we get ( induce, cajole,  threaten, whatever )  the media
into educating the public rather  than simply feeding the public
a load of bull day in and day  out  ?
 
How do we get ( incentivize,  cajole, etc ) the multitudes to cease
and desist believing in obsolete  theories of economics ?  
 
This is important because unless people  stop assuming conventional ideas
about the economy the mess will  continue.

1. Universal higher education:  Re-educate individuals whose skills
become obsolete
2. Tie the safety  net to employment: The unions will hate it, but
citizens need to do some  objectively-defined work to earn unemployment
benefits
3. Government  fills in the cracks: Private employers hire as they
normally would, while  government helps the economically displaced
(either through more education  or temporary work)
4. Increased tech, science, and advancement funding:  There's nothing
wrong with a government that leads in innovation and gives  fledgling
companies and citizens tools for success.
5. Companies are  free to chase profit: I think a system that allows
for ample opportunity  for individuals to get a cutting edge education,
and ensures that those who  want to work can find work, is secure
enough to where government can free  themselves from constant intrusion
in the private sector.
