I'm seeing two possibilities for RC change here: 1. More representatives/smaller districts, plus a switch from requiring regular D.C. travel, and removing the congressional aide spoils system.
2. Billy's idea some replies back, of a new system of representation that brings congressman to citizens via intermediaries. Both seem fine to me.
