There's a simpler answer: bits versus atoms. Software vs hardware. Knowledge 
versus resources. However you want to phrase it. 

Very few economies are resource constrained; in fact those that are resource 
rich are the most dysfunctional!

The far better leverage is (useful) education and transparent social 
institutions. If we could get that, we'd do fine with whatever resources we 
have.
