I've voted for the bug report. The issue is clearly a bug or a loose design with an undefined result.
There is no condition where it would be appropriate for the alarm not to go off at the defined time when it matches the displayed time on the radio. When you're setting a radio-local alarm you care simply about matching the time, not a time zone.
