Power over Ethernet (PoE) is completely the opposite of what you need
which is Powerline Networking. In the former case we are sending DC
power over lines than normally only convey data, in the latter case we
are sending data over lines that normally only convey AC power.

PoE is a standard for literally sending power over ethernet cables, so
that (for example) an Access Point in the ceiling only needs to have
one CAT5 cable routed to it. 

I use powerlineAV adapters for reaching wireless dead spots in my house
and have a SB Touch on one of them.
