On LMS go to Control Panel > Diagnostics, what is reported for ALL
pings, ports, IP's?  Also have you tried stopping then restarting LMS
to resolve this?
Anything else running on your computer (like another media server) that
might be accessing those same ports?
Tried temporarily turning off anti virus and firewalls?
