I also think this is getting completely out of hand. In addition to moving prototype and scriptaculous to their own tracs, I'd like to propose something else: No More Enhancement Tickets. Tickets in trac should either be: 1) Bug Report 2) Patch. This will cut down the volume of submissions, and hopefully let us focus on the good stuff that's coming in every day.
