The description of the issue is "Designate regions where new accounts **cannot
edit** or add notes" (my emphasis) and the description contains "Implement the
ability to designate regions where new accounts and anonymous users **cannot
make map edits** or create notes." so that's why I'm considering changesets 😄

No, I'd rather hear more from other people, including you. My call with
@pablobm was to help go over some of the background topics like topology vs
geometries, postgis, and why things were implemented as they were "back in the
day", etc - it wasn't any kind of offline decision making.
