Would it make sense to split the discussion about notes from the one about
changesets at this point? In some sense they’re related and could benefit from
a consistent approach, but with notes we’re essentially dealing with a point
geometry, which would be much less complex than an arbitrarily sparse feature
collection geometry (to use Simple Features terminology).
