mmd-osm left a comment (openstreetmap/openstreetmap-website#6512)
I was under the impression that @woodpeck alluded to the expand_bbox feature,
which was removed in
https://github.com/openstreetmap/openstreetmap-website/pull/2427. Of course,
cgimap has to update the changeset bbox, but that is strictly matching the
actual changes, rather than anticipating some potential future bbox growth that
might come with additional (future) uploads to the same changeset.
