mmd-osm left a comment (openstreetmap/openstreetmap-website#6711)
We used to have a Client_Application model with attributes such as
allow_write_api. It was deleted in
https://github.com/openstreetmap/openstreetmap-website/commit/17bc0853a05cc392c335cc8637e901fa33dd75bd
So this might be a left over from OAuth 1.x times.
