pablobm created an issue (openstreetmap/openstreetmap-website#6791)
After discussion with @1ec5 and a representative of the OSMF board, we have
decided that unauthenticated users will be considered to have accepted the
Terms of Use. We will use the "Welcome" banner to communicate this, providing a
link to the terms.
This is not intended as a definitive solution to the may questions around
acceptance of the ToUs, but as a first step towards a larger solution.
