Just to confirm the implementation approach:
Should the Terms of Use notice be appended as a new translation string within
the existing welcome banner in `map.html.erb`, while keeping
`layouts.hosting_partners_2024_html` unchanged (since it is reused on the About
page)?
And should the "Terms of Use" text link to `/terms`?
