Since the ToU also cover APIs, I'm not exactly clear on the implications of
setting a cookie in the web frontend. Our APIs either work without
authentication or expect a Bearer token. Cookies are not used anywhere.
It would be bad if the APIs need to behave differently in case a cookie is
present. If APIs are not in scope at this time, then that's also fine.
