### Problem

[This isn't a complaint, but as the situation is unlikely to get better, we 
should be investigating how this could be mitigated, going forward as this has 
the potential to make some areas near uneditable.]

It is now trivial to receive 509, bandwidth limit exceeded, errors while 
panning in an editor.

While the issue seems to be slightly less severe for authenticated users, it is 
still trivial to provoke. Example go to 
https://www.openstreetmap.org/#map=19/47.430931/8.363082, open iD and start 
panning along the motorway. This effects at least iD, JOSM and Vespucci, but I 
suspect Go Map!! too (@bryceco), aka any "proper" editor that uses the map api 
call to download data.

Note that zooming in (that is downloading smaller bounding boxes) doesn't 
change the behaviour as it is likely caused by a larger number of very large 
route relations that the motorway ways are a member of.

Naturally the annoying aspect of the issue is that the editor wouldn't actually 
need to re-download the relations, just the actual new data for the next 
bounding box (modulo the relation being edited concurrently).
