What about using Google Spreadsheets + API to do the processing? Or OpenOffice + DataSource? Just some suggestions to try to avoid re-inventing the wheel. You could of course make your own spreadsheet like application in rails with a little bit of meta-programming but I can imagine there are more pragmatic solutions.
