Try incorporating FCF related things into attaining RR Merits.  

For example, get some leather (a Leather Factory near where I work sells
bulk leather scraps for about 3.99 a pound.  I dig through the huge box
they are in to find scraps that will work) and incorporate making FCF
type leather articles such as a medicine pouch, blackpowder rifle ball
bags, trinket pouches, etc. into the requirements needed for earning the
leathercraft merit.  We just recently did this.  There is a blackpowder
merit.  

Make a day for the boys to go to a certified instructor to earn this
merit.  Explain to them that blackpowder shooting is one of the many
things FCF'ers do on their outings.

Incorporate flint 'n steel into the requirements for earning their
firecraft merit.  Have them make the char cloth and all.  Involve them in
all aspects of this skill.

These are just a few examples, but much of the FCF skills and
requirements can be incorporated into the rangers program to pique the
interest of the boys.
