A  quick comment...   I believe that outposts should be chartered. To win prizes (uniforms, campsite, ect.) you MUST have an to update charter. well  I am not  sure  about your  section  but  according  to national policy and I know in our  sections all attending  outposts must  be  chartered and the leaders forms current. so  If  your section  is allowing unchartered outposts attend a sctional an or  district  function they  are not  following  nationals policy.
