The National Office cannot force any policy
upon the districts (this came directly from Mike Laliberty - Deputy National
Commander). It is up to individual districts to set their policy,
hopefully within the guidelines of the National Office.
As for allowing unchartered outposts at pow
wow -- aren't we here to REACH, teach, & keep? Or, are we trying to be
a "good ole boys club"? I feel that any unchartered outpost that wishes to
attend a function should be treated on a case-by-case basis. And, the
first question we should be asking ourselves is "Why is this outpost not
chartered?"
Check with your district leadership about
the non-chartered OP policy. National events are another story. You
must be chartered to attend ANY national event. You can verify this by
reading national applications.

well I am not sure about your section but according to national policy and I know in our sections all attending outposts must be chartered and the leaders forms current. so If your section is allowing unchartered outposts attend a sctional an or district function they are not following nationals policy.
