One of the reasons for the charter is not to be meanies or deprive anyone of the experience, gentlemen, it is so that the insurance policies that are put into place by the Districts and the national office can provide coverage for such an event. God won't deny you of your experiences but insurance companies will. This is a legalistic age, where people are sue happy. National and Districts want you there just as much as the rest of us do, but all they ask is that we go by the rules. What's so hard about going by the rules?  It's what we teach isn't it? If we can't go by the rules and lead by example here then perhaps we are contradicting ourselves.  The kids will see this and soon you will find that you just shot yourself in the foot over this one. Please remember that chartering is the report that gets sent to the insurance companies to be able to provide insurance for these events. If  the outpost isn't chartered and wants to be but they are broke, find a way to charter them for them. If they need to re-new a dormant charter, help them. Heaven is not about being alone so why should they be? I'm not flaming anyone here, just asking that those not in the know to please get a hold of your District Commander and ask him for a copy of the district policies if there are so many unresolved questions.  I'm willing to bet that most of the policies that the Districts have are so very similar that that there is virtually no difference from one District to another.

The National Office cannot force any policy upon the districts (this came directly from Mike Laliberty - Deputy National Commander).  It is up to individual districts to set their policy, hopefully within the guidelines of the National Office.
 
As for allowing unchartered outposts at pow wow -- aren't we here to REACH, teach, & keep?  Or, are we trying to be a "good ole boys club"?  I feel that any unchartered outpost that wishes to attend a function should be treated on a case-by-case basis.  And, the first question we should be asking ourselves is "Why is this outpost not chartered?"
 
Check with your district leadership about the non-chartered OP policy.  National events are another story.  You must be chartered to attend ANY national event.  You can verify this by reading national applications.

well  I am not  sure  about your  section  but  according  to national policy and I know in our  sections all attending  outposts must  be  chartered and the leaders forms current. so  If  your section  is allowing unchartered outposts attend a sctional an or  district  function they  are not  following  nationals policy. This is my  understanding any way  Harry
