You can visit www.nar.org and www.esteseducator.com for all the actual rocketry notes.  They have excellent resources that range from beginner to advanced, and both have resources for group education.   I have provided my kids with so much info that I'm using that reading to take the place of the required reading for the merit.  All other merit requirements will be met as follows:
 
    week 1 - intro to rocketry, safety code, basic explanation of rocket motors, countdown 
                    procedures, build an altitude tracker (ruler and protractor)
    week 2 - build a level 1 rocket and review safety code
    week 3 - build a level 2 rocket and review safety code
    week 4 - build a level 3 rocket and test on the safety code, countdown, & rocket motors
    week 5 - write the 200-word essay and design your own rocket on paper, finish any work
                    on other rockets
    week 6 - build the rocket from your design; cite 3 Scriptures about outer space
    family day -- display and launch all the rockets; use altitude trackers
