I have a broadband connection and am hosting my website from my home computer.  I have a couple hundred Gig I could put up for my website. The cost is only for the broadband connection and Windows xp PRO and if you want curly Q's Front Page Server Extensions. 
 
I will have the calendar program tuned in and ready to go with in 2 weeks if not by thanksgiving.  I just need some time to compile it. 
 
I think it will fit your needs to a tee.

I was able to pick up a bunch of CD-R's pretty cheap and some cases as well, so you are real close on the cost. 
 
As soon as I have some time I plan to look into a offer I saw for web sites for NADA - NOTHING for year or two & if you want to continue, it's relatively inexpensive.  I have seen and heard of similar offers, then they drop the OTHER shoe.....if you catch my drift.
