Best advice I can give is to check your state's weapons laws. You can go to the state website and search around for the statutes. So far Black Powder handguns and rifles are not under the same rules as centerfire (and rimfire) handguns and rifles. But, as for a convicted felon owning that is a different matter.

I am not saying lets remove this guy from the ministry, all I am asking is
it legile for him to posses a muzzleloader. Just trying to stay right with
