We now have this -- it's called Challengers. Boys 15-17 start with a clean
slate, whether they have been in Rangers their entire life, or are just
starting. They work toward the Medal of Excellence, which is not the
equivalent of the GMA. It is the equivalent of the Gold or Silver Hawk
awards that Pioneers and Trailblazers can earn for completing their age
groups' basic requirements.

Also, the Standard track for Pioneers and Trailblazers is kind of what you
are asking for. They were designed for the boys who are not going to earn
their GMA. Only the motivated boys will work on the Gold Track, which does
lead to the GMA.

There is also a "Third Track" that has been mentioned in the High Adventure
Leader in the past. It is designed for the boys who don't even have the
motivation to complete the standard track in Pioneers or Trailblazers. It
consists of the achievement badges that are listed in the boys' handbooks
(originally designed for the urban Rangers).

So there you go. We have the Gold Track for the boys who are motivated one
way or another to work toward the Gold Medal of Achievement. We have the
Standard Track for the average boy who won't earn the GMA, but who can earn
the Silver or Gold Hawk Award, or the Medal of Excellence. And then we have
the Third Track for the boys who aren't motivated to do much at all on
their advancements.

I would echo what has been said earlier today, however. If our boys are not
advancing, I think we need to look at the quality of the program we are
presenting to them. Remember, you can measure the health of your outpost by
its advancements.
