Keep in mind that things change in Rangers, and the "book" does not always
keep up with all of the changes. For example, on the same page you quote,
it states "An older boy who has met the specific criteria . . ." may attend
NTC. This is no longer true, but the book says so.
The guidelines for attending national training camps as stated in the
packet of applications for the 1999 camps reads: "All national training
camps, except for the Buckaroos/Straight Arrows Training Conference (BSTC)
and the National Urban Leadership Conference (NULC), require that a person
meet the following requirements: male, 18 years of age or older, and have
attended National Training Camp (NTC). The BSTC and NULC allow anyone,
(male or female), over the age of 18 years old to participate."
Nothing mentioned about the age group with which a commander works, either
in this description or on the application for NTC.
If you are a male commander who works with Buckaroos or Straight Arrows,
and wish to attend NTC, go and enjoy the training. The same would be true
for a Pioneers, Trailblazers, or Challengers commander who wishes to attend
BSTC -- go! The training you receive will help you be a better commander.
It will help you understand the total program. And, it will be beneficial
to you if you happen to change age groups some time in the future (I've
taught everything from Straight Arrows to Trail Rangers over the years).
