Again Noel. If you run your outpost as the RR manual says. When a young
man has attended 3 consecutive RR meetings he should be given a uniform.
We did this and it works. That is how we achieved 95% of all in
attendance in Full Class B Uniform. It has been a norm for well over 3
years. If you didn't wear one we asked why? I have out grown it was
the most common response. .. "come on lets go look through our stock of
shirts and pants and get you one that fits... or order a new one." No
magic just plain and simple doing the program like it was designed to be
done.
The RR leaders manual states you can tell the health of a RR Ministry by
it's advancements. No advancements means a lot of Christian based
teaching, disipline, testing is not being taught.
Points, Charts, Achievements have a base on the Uniform. It is easy to
look the part. It is not so easy to walk the walk. Show me a young man
with a chest full of pins or a Leader with several awards on it and I
will show you someone who at a bare mininum has learned and has been
shown a example of all the points of the emblem.
As Dwayne stated there is a balance and yes you are completely right in
Boys are not Men. However in that balance you will find the Uniform a
good foundation to build on.
