Did you try the Gideons? They are local businessmen that are committed to placing Bibles in places like motel rooms etc. Perhaps try asking the local businessmen that are Christians to contribute to a Bible fund. When I was in the Illinois National Guard a chaplain gave me a stack of Bibles to give out to the men in my Company. I don't know where he got them from but I think they may have been government issue. Many missions organizations have been sending Bibles to former soviet bloc nations. I know that Revival fires in Branson, Mo. has been sending Bibles to Russian Soldiers.
